I went to, John Robert Powers and got "accepted". They wanted me to pay $1000. I was like hell no.
THEY ARE NOT A AGENCY.
you should NEVER have to pay for an agency. Go to SAG.COM and look up legitimate agencies. Look up good photographers in your area, ask to see pics they have taken. They usually have packages. Then send your headshot to those legitimate agencies.
Go to open calls for extras. Look in the classifieds, Craigslist.com. You just have to put yourself out there.
Also take classes at your local theater company. I was even able to get in a play after the teacher saw what i can do.
It is going to be hard work. You have to really want to do this.
THINK POSITIVE:)

When you get lemons make lemonade. Now you know there are scammes out there and have an idea about how they work. Use that to your advantage. You'll never get taken again. First question, where do you live. If you're not in a big city where there is actual production you can't work professionally. Except in theatre which pays horribly. There are no short cuts and there is no such thing as an overnight sensation. No one "gets discovered" and there is no such thing as a "talent scout." Show biz power brokers have people lined up outside their doors and they don't have to go out and look for people. If you really want to do this for a living
this is just a minor setback. Take real classes and do as many plays as you can. Hone your craft and via contact with industry people you'll eventually learn what you need to know about the business end. Your primary job is to become the best performer you can become. Sorry about what happened to you. I see it all the time. Keep trying and beware!

Call the Theatre Department of the Universities in the city where you live and ask them to recommend an acting teacher or an acting school. Take classes for a few years (many actors are in acting classes for many years, often studying with several acting teachers/coaches.)
You don't need a headshot right away. Wait until you have finished several acting courses with the best acting instructors you can find, in the city where you live.
If there is a Community Theatre in the city where you live, ask them if they have an acting training program you can join, or, if they can recommend one.

YOu didn't say where you live. Los Angeles, NY, Toronto, London are the best places to get work.
YOu need head shots.
YOu need an agent if you can find one.
You need to submit to local advertising agencies.
It's not easy.
Genearlly the way in is through extra work in Los Angeles for $50- $100 a day and then finding an agent and doing auditions.

Sorry, but if you go into things like this with a fame fantasy and your eyes glued shut, you are going to get scammed.
Did you or anyone in your family check for consumer complaints before shelling out the money??
It took me two seconds to find this article at the Better Business Bureau.
http://www.labbb.org/BBBWeb/Forms/General/BBBNewsArchivesPageDetail.aspx?News_ID=80&sm=
That alone would have been a warning to me to look further before I wrote a check.
Find a local theater company. Go and talk to them and ask if there are any reputable acting classes and/or agents in your area. Research real celebrity agents in your area and contact them.
Good luck

Firstly paying someone to make you an actor is not going to work, since you are only 15 my best advice is get involved with your schools thespian troope, thats how I got my start. its all about making connections, connections and being in the right place at the right time. you can have all the raw natural talent in the world and never get anything, simply because you lack connections or luck. you never know, that thespian troope experience can lead to a title role in an indie film and maybe even a relocation to NY.... ;) and I didnt spend a dime.

I did john robert powers and it was a rip off. I dont advise anyone to go into that business. but, i was asked by my drama teacher to compete in a statewide acting competition, and i got a gold medal for my monolougue, and a scout discovered my, and now im getting better jobs in stage theatre ( i have always been doing stage theare, but now people ASK me to audition). I really love it,and so you really just have to take a chance and pursue your dreams!
