No, there's no tax deduction. Consumer proposals have nothing to do with income taxes.

They are not tax deductible. If the debts you are paying relate to tax deductible amounts, those expenses would have been claimed in your tax returns already; the compromised repayment of the debt itself is not a tax deduction.

Being that it would affect the quality of the proposal as it is incentivised, I can not see positively constructive information getting through this way.

But if you are paying consumers to send proposals to your company, this would classify as a business expense.
