Someone takes over an underground titan missle complex, he instructs the president to make a statement to the American people or he will set the titan missles into launch mode. The President says he cannot not do that without him first activavting the missles from the White House. He tell the Presdient to look at his TV screen and the Pres. sees the missles coming out of the silos. THe Presdient goes to where the mad man is and makes a deal with him. The snipers are instructed to shoot the mad man and the President if they have to. This movie was in the 70's, but a very good movie. Cannot remember who played in it.

Twilight's Last Gleaming starring Burt Lancaster. I remember the end most of all where the snipers are trying to shoot, but he keeps spinning the President around. Good movie.
