because of Oil, Chavez has the nerves to speak.
because of Nukes and Controlling the greatest military in the world, bush has the nerves to speak and take action.

If GWB weren't such a complete halfwit, Chavez would be put in his place quickly, but compared to Bush, Chavez is an intellectual 'giant'.
And, because of Bush's actions, when Chavez mocks him, most people silently cheer.
