There are over 25,000 different types of fish in the ocean alone. Larger fish eat smaller fish even of their own size. Reproduction, smaller fish exist in more abundance since larger fish cannot access hiding places, yet this process ensures a little bit larger fish for food for the LARGE fish.
Due to humans fishing the larger fish that eat smaller fish are caught for human consumption. However there is a perfect balance of small vs. large fish in the seas. Form the whale shark to the seahorse.
Biology will tell you the smallest fish (Including eels) will have in excess of a million eggs. Unfortunately, fish are not hte only predators smaller fish have. Inverts, crabs, birds etc. all eat small fish. The reason certain species survive is because they produce so many young. Mother nature knew what she was doing.

Because smaller fish tend to lay eggs, so they can have a lot of babies at once. Larger fish have live births, and can only carry 1 or rarely 2 inside their bodies. The larger fish also have longer gestational peroids, so in the time it takes for a large fish to have 1 child, a small fish has already laid batches of eggs numerous times.

Don't smaller fish reproduce more than big fish? Anyway, it's all part of life, big fish eats little fish, without all those little fish, those big fish wouldn't be here.

Generally speaking, large fish are carnivores and eat the small fish. If there were more large fish than small ones, the big fish would run out of food and die out.

so the big fish can survive, plus the bigger fish and mammals in the ocean take longer carrying their young inside them than little fish, so the little fish have babies quicker, vs. the bigger ones who have to carry theirs longer before they are born
