Can a 15 month U.S baby fly to Russia without an invetation?

i think if the baby's pic is also in your international password, then he\she doesn't need a separate invitation.

But to be more sure, call the embassy and ask for your own, it would be more right and safe

The baby's name should be included on the official invitation paper for the parent or whoever is taking the baby to Russia.

I not sure what you mean buy a invetation, maybe a visa
