Just wondering, if you wear a matching belt on top of a shirt should the buckle be in the front, back or side/hip? Because I have this cute black and white belt with designs on it, but it's buckle is plain, more like it doesn't have one. So how should I wear the belt?

It really depends on your personal preference, but if the buckle is plain, I would just slide the it to the side to show off the rest of your beautiful belt!! On the other hand (just if there's another time you're wondering), if the belt has a really cute buckle (like with engravings or rhinestones), then keep that buckle in front and center!!
That's just my rule, but it should work for you, too!! :)

the belt should be in the front. it would look weird if you wore it any other way so i think you should just wear it in the front even though the buckle is plain. if there is designs on it, then you will see the designs and not the plain buckle.

Side hip if the buckle itself is not cute. just make sure you wear it low (hip-slung).

Off-centered in the front. And not too high up! Put it sort of slouching down off-centered from your belly button.
