I had to buy the movie and watch it a few times before I got all the details, but how could you not know.....n/m Anway....Dignam (Wahlberg) killed Sullivan(Damon) at the end....you know...Captain Queenan's partner? Yeah, him.
Costello (Nicholson) was not an FBI agent, he was a protected FBI informant. That's why they couldn't just arrest him for anything, they had to build up multiple charges, or nothing would stick.
How could a criminal be in the FBI?
Corruption at the highest levels exists everywhere. The U.S. Government basically IS the mafia. National Security Act 1947 -their carte blanche. They can do whatever they want, and use this as their excuse. Ever hear about the child prostitution rings? MK-Ultra? Interesting to know, if you're unaware, that is.

Jack nickelson wasn't an FBI agent he would give them names of his criminal competitors or people that worked for him that he was unhappy with. This is basically the same thing as getting immunity by the police for ratting someone out, Jacks character had the ultimate immunity. He was killed by Mark Warlbergs character, aka police officer because Mark knew that Matt Damon was a rat and murderer. This is the reason that all the rats in the movie die, because you can't fight karma.

Jack Nicholson's character was an FBI informer, not an FBI agent. In other words, he was giving the FBI information on other criminals he knew in order to avoid being arrested himself.
Matt Damon's character was killed by Mark Wahlberg's character.

I think that the FBI just got to him and he was sort of an informant, not by choice...Mark Wahlberg's character killed Matt Damon in the end in Matt Damon's apartment.
