to improve these skills and get a good sense of your style, you should join some of the sewing classes (any kind to see if you like sewing first) like talk some people at Michael's, or Joanne's fabric. I sure they know some sewing groups you could join. Also take a look at any art programs you could join. Like Maryland Hall offers a wide range of arts programs like drawing, painting, dance, sculpture, etc. You want to join some of these groups to get a feel of what your doing and develop your craft. If you like it, move onto a fashion school, like the FIDM in L.A or Pratt in NY. There you will have time to develope your style. But first you have to determine if you like it or not. And don't worry about your friends not liking your stuff. Not yet. Most designers make some really ugly things that are considered high fashion. Later, you'll also want to take some business courses so you'll know which way you want to market your clothes. Good Luck

As you are only in 9th grade you have plenty of time to develop the skills you need. Start learning how to draw--take a figure drawing class at your local art center, start drawing clothes every chance you get. Start thinking about the designs you would like to do, and see how you can realise them on paper. Get a lot of cheap fabric and start playing around with it. Learn to sew, and start experimenting. You have time, take it easy and don't get stressed about it. If you have the talent, you can succeed. If you have a great deal of talent, and people like your stuff, you can make a lot of money.

It helps if one already is already a talented artist, prior to becoming a fashion designer. You must sew, make patterns, drape fabric, etc.
There are fashion schools in many cities in the USA. Call the universities in the city where you live and ask if there are any fashion design schools in your city. "Good Money" is not an issue if you can't sew, drape fabric or create designs.
Did you watch the show BRAVO program, Project Runway about aspiring fashion designers?

start early. its never too late to do something you really like as long as you put your heart into it. try to be updated in the latest fashion, but also put a little bit of your own style into it. Be a part of art sites like deviantart.com so you'll know what other people think about your work.
