and how would their minds eye actually see it?

What do they dream of visually?

Personally, I'd try to match visual effects with sound/smell effects to give them a close sensory approximation. For instance, pale blue could be an ocean breeze, soft, light piano music or birds in the distance. Vivid, brilliant green could be the sound of a neighbor's lawn mower and the smell of fresh-cut grass.

You'll never be able to explain color but you could really be creative in expressing the FEELING of color to a blind person.

Very interesting! MY Grandmother went blind by the age of 16 yrs old. She raised 3 children and lived a long life. As a child,I would watch everything she did in amazement! I also learned so much from her, like cooking, the way she measured things. Many times she would ask me to tell her or describe things to her, but mostly it was about touch and feeling. "It feels like a beautiful day" Great question!

this is one of the most thinking question that i have seen in
a long time, (star). a person that has been blind from birth
has a hard (if not impossible) time determining color, to them
it just does not exist. so the only way that they can determine color is through the use of tactile stimulation, yellow= banana, red=apple, green=broccoli, white=ball of cotton, etc.
it takes a lot of effort, but with good instruction one could
get a grasp as to what colors are in theirs minds eye.

describe the feeling for example blue is clean cool water, and orange is the feeling of sun on your face

Every one will have different perceptions based on their experience, whether sighted or not

I wouldn't and they probably could not.

Imagine if some alien with a sixth sense tried to explain it to you by saying "plurk is like cool blue water" "smelk is like purple hot steel" Do you get it?
