december- because you get the run up to christmas.
I live in london and am quite frequently in central london where most of the buildings are covered in wacky decorations and there are lights everywhere.
This can really cheer you up.

Also, unlike birthdays, you have not got to worry about feeling gulty being the only one opening your gifts- if you have forgotten anyone, you usually have some warning in which to run out to the nearest boots or hmv or street market to pick something up!

Everyone seems uplifted- or even is upset, there is a warm feeling of togetherness, of people thinking about others and not just doing what I find the average londoners do day to day when its not december -eg the "personal space" issue, the moaning at the transport, the complaining at the weather, the teeth kissing....all this still happens in december, but its not usually with so much stregnth, its almost forgivable as you feel in the mood and end up just feeling sorry for those who are stuck in the land of their anus.!

Hope thats answer enough?!
