Do a scan for hardware. Go to My Computer and click on View System Information on the side bar, from there click on Hardware and then Device Manager to make sure that your computer recognizes that they are there, if it does then you may want to reformat your hard drive.

If your computer isnt recognizing them then click on Control Panel and Printers and Other Hardware, from there click on Add Hardware and do a scan there.

no arguments here to the previous answers.
that is all i would suggest, first make sure usb is enabled in the bios, if the power supply died and there WAS a spike then it may also have 'gliched' the bios.....worth a check.
i would assume a spike would hurt something more on the mobo than just the usb, maybe something you had plugged into the usb caused the supply to blow, if you have plugged your own, extra usb ports directly to the board, make sure you got the pins correct.

Normally all bets are off when a power supply dies .... who knows if it's last breath came in the form of a spike (sudden high current) that possibly damaged some components ....

That said .... apart from what the first answer suggests you may want to look in your PC BIOS & make sure they are enabled.

Did you replace the power supply with a similar wattage or better? just a thought.
