I suspect the idea has probably been tried and became pretty successful... I think it's called MySpace.
In all seriousness, you either need to learn several markup and programming languages, familiarize yourself with a database product and software architecture; or, be prepared to spend a substantial amount of money to pay someone else who already knows these things to do it for you.
