Yes. There is a cheat (only available if you have the Open for Business expansion pack) and a hack.
***Here's the cheat***
1. Open the cheat console by pressing [Cntrl]+[Shft]+C
2. Type "boolProp TestingCheatsEnabled true" (without the quotes)
NOTE: Type "bool Prop TestingCheatsEnabled false" to turn off the cheat
3. Press [Enter]
4. Press [Shft] while clicking on one of your sims
5. Choose the option "Sim Debug"
An object should show up right next to your active sim (I believe it looks like a baby doll).
6. Click on the object
7. Select "Set Skill (*Name*)", where *Name* is the name of a sim on your lot
From there, you can adjust the Skill level of any sim on your lot. The cheat object can also be used to do any number of other things.
NOTE: Be careful when using the boolProp cheats, as some options can cause your game to crash to desktop.
NOTE: In my sources is every cheat for The Sims 2.
***Here's the hack***
SimPE allows you to edit a sim in The Sims 2, regardless of expansion pack. In my sources is where you can download the hack, as well as a walkthrough as to what to do once you have it downloaded.

Alright. You -don't- necesarly have to go through that -long- process above. (Not that it doesn't work. ;) )
But, typing in:
boolprop testingcheatsenabled true
...in either the neighborhood view or community lot provides that cheat in which to just drag the skills to the level you want from them.
It has worked -every- time for me. It's probably because some people forget to type it into a different lot other then your home. If you -do- happen to type it into your home lot, simply visiting a community lot will clear it up, and enable you to drag your skills where you want them, without any dangers, or any special expansions.

Yes. There is boolpropcheattestingenabledtrue or something like that. (Check a cheat website) when you use it SOMETIMES you can click and drag their skills to how you want them, but it only works half the time, go figure.

What you need is the Simpe, you can max all their skills, changer their aspirations, their money, their job levels, their names, relationships... Not updated for Seasons yet but really a handy program to have.
