Yes, I have fans. Some I know and some I do not.
As for the reasons why someone becomes a fan; here are the possibilities I can think of:
1) They want to keep track of that person's questions and answers (good or not so good reason – depends on why they want to keep track)
2) They want you as a contact because you are knowledgeable in certain areas and want to keep you as a possible resource (good reason)
3) They are friends with that person (understandable reason)
4) They are hoping the person will add them, too. (not a good reason in my opinion – see no point in that - don't expect reciprocation)

I have a few, they added me and then I added them to mine. It is a good way to keep track of their questions so you can answer them in a more timely fashion. =)

I have alot, because I added them or they like my questions or are my friend I guess.
Dont worry you'll get some just keep answering and asking and you'll get some!
