cut it? can you explain it in a scientific way please?

Hair IS programmed to grow to a specific length.........that's why the hair on your arms are always the same length....I've never seen someone with arm's hair touching the floor have you?

Your question is making an erroneous assumption. Hair is NOT programmed to grow to a certain length and stop.

It might seem that our hair gets to a certain length and just won't get longer, but that's just because it is at about that length that the amount of damage it is sustaining will cause it to break or fall out. Some people have very strong hair and so they can grow it really long. Others have hair that is easily damaged. This people could never grow their hair very long, and if they try, it looks all stringy.

Hair generally grows to a particular length and then FALLS OUT, it does not stop!

Hair keeps on growing. It either becomes an irritant (ear hair and nose hair, for guys--hopefully) and you cut it, or it breaks off on its own. I see your point though, it does seem to stop, like on your arms.
