No, however it does contain particles of melted and refined horse hooves... and yes, I am serious. It's part of the chemical makeup that allows the polish to adhere to the nail.

Do you honestly think somebody stands around a delivery room waiting to catch amniotic fluid from a woman delivering a baby so it can be put into nail polish???? That's got to be one of the screwiest things I ever heard. Nail polish is made mostly from petrochemicals. Whoever said there are horses hooves in the stuff is also mistaken. Horse hooves DO go into the manufacture of gelatins, but not into nail polish. Think it through - sorry, but your question is kinda ridiculous.
