Venus in Gemini points to your sibling, or lack of one, also your neighbors, and any letters or documents you may receive or sign in your lifetime, especially regarding insurance (especially car) and inheritance. If you have received an inheritance, or filed an insurance claim, I would be inclined to think you have it in the 8th. If not, then it's in the 7th, and that now affects any partners in your life and numerous other things. If you could possibly post your rising sign degree, I could give you more info .

It does if you do not have an intercepted house which means you may have Taurus and Gemini ruling your eighth.
It depends on the degree of your rising and if you are using an equal house system.
