The Mass Migration of peoples between India to Pakistan must have involved millions passing each other, so could be a contender. Or, the Mecca pilgrims for the holy festival is huge and looking at the news shots must invole millions as well. If you count extended areas of area then some of the Modern Olympic festivals and activities can be to a few 100,000's so not really a contender.
The largest I know of within the UK was the Rugby World Cup return in 2003 where the Police Estimated between 750,000 and a million people lined the streets of London for the parade.

Interesting question. It is likely to be a religious event, rather than a battle. Half a million people went to see John Paul II in Manchester a few years back, though I must confess, I wasn't one of them. Somewhere along the line there will probably have been a 4-5 million event. Probably in India.
Glastonbury festival used to haul in about 150,000.
