Y=mx+b is the slope-intercept form. Since you're given m and b, this is extremely easy and the answer is y=1/2x+3.

Well, first the answer is

y=m+b which means that y=1/-2+3

Y Is 3 X is your point when you rise/run 1/-2 (-1,3).

the generaic formula is y-mx+b.

so:

y=-1/2x+3

just substitute the numbers in with their corresponding variables.
