BUT, he doesnt get any money until they have been married for 2 years. HOW STUPID IS HE?

No, sorry, I wasnt clear enough. I don't care, we have been divorced for like 20 years. I think it is stupid crazy.They have no relationship, dont even know or see each other, in fact live in different parts of the state. He just did it for money. He thinks he will get paid $10,000 in 2 years. Well, in 2 years, WHY will she pay him? She got what she needs and he cannot report it because he will go to jail!!!! And if she gets pregnant by another man, she can sue him for child support, etc.

I wouldnt be involved except his present girlfriend keeps calling for advice. and the other thing is, this is how terrorists get citizenship.

Sounds like your ex got conned into a scam to me. Maybe he will learn something from this when he doesn't see a cent of the money, which was really never on the table to begin with.
Your ex may be stupid, but that fact is no longer relevant to your life. It's time to move on.

well it depends.. is he suppose to support her the whole time she is here... how money will he receive and is it guaranteed..do they have to live together.. and does he have to be faithful.. if no to any of this he just may have discovered a way to have his cake and eat it too
