I've found Aileen's Tacky Glue works well for gluing most fabrics to porous surfaces. I have a bottle of something called Jewel Glue (no other brand name on it, bought at WalMart) that's great for adhering fabric to slick surfaces. My all-time favorite glues are the Goop glues. There are several different types for different applications. They all work well, from what I've seen.
If I knew why you can't use normal fabric glue, I'd be better able to give a specific suggestion, of course. Maybe what you need isn't really glue at all, but something like Heat&Bond. That's something you can put between large pieces of fabric you wish to adhere to one another, like a big heart on a t-shirt, or something such. That comes from a fabric store.

You can get a fabric glue there are several kinds. You no doubt have the wrong one for your fabric.

that reminds me of a story. one of my friends told me one of her children had to put on a new pair of pants for school because the others were dirty and they were to long. she didn't have time to sew them so she took the hot glue gun she was using and glued them up. The child freeked said mom you can't do that. well they held up threw school and until she washed them and had time to sew them.

Quick Sew works well and once it dries you can wash the fabric in your machine.
