All the heater types you mention are basically electric. There are no magic ways to get more heat out of the same wattage: in a nutshell, however they deliver it, a 2000 watt heater will give you 2000 watts of heat.
Having said which, fan heaters warm the air directly, and this will tend to make a room feel warmer faster. But the stuff in the room, and the wall etc., will still be cold so you'll have to run it for longer before the place really heats up. And fan heaters are smelly, because their elements get very hot and burn airborne dust etc.
Halogen heaters radiate heat, so they warm whatever they're 'shining' on. That can be nice if it's you, but it can be a slow way to heat a room.
The flat oil-filled panes are pretty good, and operate in part by radiation, and part by convection. They're not all that fast in heating a room, but they do it evenly. Best is they're safe to leave on unattended, because they're thermostatically controlled and no part becomes hot enough to burn.
But ultimately all of these will cost about the same to heat a given space. To pay lower amounts for your kilowatt-hours you have to use something other than electricity. Gas (including bottled) is cheap and ideal for heating, but may produce lots of water vapour, and warm damp makes mould. A dehumidifier might be required.
Oil (fuel oil, not electric oil heaters) is cheapest per kW/h, but I don't know any way to get it apart from a full tank installation etc.
As a suggestion, you might try a bottled gas heater to warm up the area from cold, and then switch to an oil-filled electric to maintain temperature.

Fan heaters are the easiest and the cleanest to use and because you'll need it for cold spells...it should not boost your electricty bill too much.
