I go up to my friendly local truck tire retreader and pick thru their pile of defective truck rims.
these things make a nice raised fire ring about 24" in diameter. easy to clean and move around the yard as you need it.

If U're good w/ a Grinder & a Welder, give this a shot.
Get ahold of an Atv Pallet. Some places have these just sit'g around & nobody comes by to take them away. ~that's how we got 8 of them. ie a Motorsports place. Call around to save time & see if any1 has any they'd love U to haul off for free.
Use a grinder & cut out the panels where the wheels sit. These make great sides & a bottom for an Above Ground Fire Pit.
Then find the long pieces of steel pipe & grind everything off of them. These will be the legs for the pit.
From there, U can design how U want it to look. & cut the pieces U need & weld it all together.
We did this & it looks very unique ~ kinda artsy if U will. Only need'd 1 atv pallet for this but the more pallets, the bigger it could/can be.

dig hole, lay perimeter foundation..., if big enough you can just lay limestone, or brick... if small, you may want fire brick 7 cap with l/s or brick.... if you have the fall dig in a drain ( cast iron ) when it rain it will drain
get to burning
to h e l l with the council, add a piece of expanded metal / grill, and it becomes a bbq pit.... always keep a pkg of hot dogs on hand when you burn

Without bothering to check where you might live,,, no offense, I happen to be in FL/USA and have "built" many.
I saw COUNCIL which might suggest NOT USA???
Certainly you need approval for burning codes in many areas of the globe, but it really can be SOOOOOO simple.
One need only DIG a pit, not so deep, (mine have been 12 inches/plus or minus, and 36 inch, plus or minus in diameter),,,perhaps line the rim with rocks/brick, add sand if that isn't the "natural" in your location, add a lounge chair or two, scrounged TREE refuse or untreated lumber, a match, a beer or bottle of wine, a partner if possible, and ENJOY.

well what i did was i got 2 old 24 inch truck rims and welded them together and stood them up and cut a hole in the middle of them so i could put wood in then i cut a small hole in the back so it could breath then i welded a peice of catwalk on the top for a cooking surface.

Dig a hole. You may need to get a permit from the council, otherwise I'll have the cops on your door step. You will also need to check no water pipes, gas pipes etc are running under or too close to where you wish to place it.

get some good solid rocks that will not crumble and stack them around a hole or go to tractor supply and pick up a ring
