Is there much AFTRA work in the city where you live?
In L.A. and NYC there is Soap Opera work, as well as, work in other areas.

Industry professionals, Talent Agents, Casting Directors, Producers, are concerned with the qualify of work you have on your acting resume. You can still try to get an Agent. Try to get one with whom you can freelance, in case the agent will not accept you as a client.

In my experience, membership in AFTRA doesn't really get you very far, for the very reason you've stated. Because ANYONE can join just by putting up the cash, your status as a member doesn't actually MEAN much.

I think that most auditions for AFTRA-sanctioned work are going to be available to non-members; if they want to hire you, you can join then.

Most people who know what they are talking about would advise against joining AFTRA for the sake of joining. Why?
If you're not working you don't need to be in the union. I say don't join any acting union unless you have to. There's really no benefit and it's expensive.
