It is from around 2002 and runs Windows ME. Is there anything I can do?

Switching to and from DST is not a function of the computer hardware but of the operating system run on it. Software patches to fix this problem were provided by Microsoft for newer versions of Windows. If you are running Millennium Edition you are probably out luck as support for it was dropped some time ago.

I believe the TZEDIT fix will work for most Daylight Savings problems. Read this article.
