I'm not sure about avatars but there is a fun and enjoyable website that my little sister(7 years old) plays called Club Penguin(clubpenguin.com). It is a site where other children also play and they get to play together. It is safe and has firm rules. Also my sister has been playing another site called Webkins(webkins.com). This one isn't multiplayer like Club Penguin is though.

They dont have any avatars but you can decorate your penguin and you can have kid save chat!!
