If you change hard drive, and transfer the files, the new HD will be infected. If you change hard drive, and do a clean install, it will not be infected. But, if you are going to that much trouble, why not just format the drive and re-install the OS?

The hard disk is the only device that will be affected when a virus attacks, sometimes also a usb, CD-ROM or Floppy disk, but not RAM or processor. Changing the hard disk will cure the problem, or also running Windows Setup from your Windows CD(if you have windows) do a reformat, and that will definitely get rid of the virus, but after you reinstall, make sure you have a good anti virus, such as McAfee, also is not that im a Symantec hater, but dont get Norton products such as Norton Antivirus, because they severely slow down your computer

Yes you can change the hd to cure a virus problem. OR you can just boot up with the windows installation CD and format and reinstall your windows. if you have a store bought PC it should have came with a restore disk you can use just make sure you reformat not repair. As for the CPU and ram they cannot be infected by a virus they are software based only.

I did like the "virus attack" thing, however, viruses are just programs, save what you want to disks and re-format the hard drive, that will save you the hastle of having to change the HD.

changing hard drive will remove all possible threat of the bug you caught but becareful bios could have been infect.. This is unlikely but possible. I would recommend getting clamwin running it to be safe..
