You have two main methods:
Method 1: Click start -> All Programs -> Accessories -> Paint
Method 2: write the run command "mspaint"

Paint is a windows editing tool for pictures you can right click on a pic and go down to open with and select paint. Once the pic is opened in paint you can save it as a variety of formats mpg, jpeg, tiff just a few examples. if you don't have the option to open with paint you can click on start go to accessories then click on paint. hope this helps

Windows click Start, then all programs, then accesories at the top, then paint. it opens images as well as allows you to paint. it is probably because it is a bitmap (bmp) file.

paint usually comes prepackaged on PC's look for it in the assecories folder next to calcuatror and sometimes clipboard.
