what is it about the moon and the weather?

There is folklore about a fair moon and the connection to the weather forcast. Does anyone know about it? Remember to add in the full moon.

Clear, full moon, frost very soon. The moon and the weather may change together, but the moon does not change the weather. Pale moon doth rain, red moon doth blow, white moon doth neither rain nor snow.

ok when there is a FULLMOON high tide comes in then wind from high tide pushes hot&cold air which can change the weather.
