When gasoline sits for a long time, it evaporates and leaves behind that crud. The stuff is blocking the pilot jet in the carb, preventing it from running.
Remove the jet (long skinny jet) and hold it up to the light. You should be able to see through it.
Get some carb cleaner that comes in a spray can. Spray through every hole in the carb. If the spray comes out a different passage way, then that circuit is clear.
Let the jet you just removed, soak in some carb cleaner over night.

well maby it could be something with the carb or moter or either that its just because of its age. i had a '81 honda dirtbike that was in horrible shape when we bought it problems were bad but not as bad as the green sludge. try taking the bike to some pro bike shop that can fix it up. try this bike store called MOM'south there realy good and go beond the cal of dutey.

Clean out the carb with some good carb cleaner and they have rust remover to clean out the tank, and they have stuff to coat the inside of the tank to prevent it from rusting again.Make sure you have a good in-line filter also.
