When a woman reaches around 30 her estrogen levels begin to drop and if she's got skin that's sensitized to testosterone AND has moderate to high testosterone levels, her hormone balance shifts towards testosterone-dominated.
Facial and body hair on women comes about in the same way as on men because of
1) the body being sensitized, before you were even born, to testosterone -- doesn't happen to all girls, but does to many
2) the body producing high levels of testosterone
The growth rate and coarseness of the hair depends on just how much testosterone is circulating in the bloodstream.
Steer clear of bleaching -- when someone sees it against the light you'll look like glowing moustache and/or beard.
As far as removing it is concerned it's worth remembering that
* Waxing, plucking, threading, epilating all pull the hair out by the roots and where the growth is hormonally-driven can actually stimulate a dormant follicle into producing more hair quicker. They also distort the root if done repeatedly, leading to hair growing at strange angles. And you've got to let the hair grow to quite a length before you can repeat the exercise. It can also damage the skin and discolor it. Long-term use of waxing also causes bad wrinkles.
* Chemical depilatories strong enough to remove the hair are very likely to burn the skin, cause swelling and cause long-term discoloration of the skin.
* Laser is also liable to cause burning and discoloration and in any case only works effectively on a dark hair/light skin combinantion.
* Electrolysis is very liable to cause scarring and discoloration of the skin.
Which, like it or not, leaves shaving which does not damage the skin. Best done with a men's-style electric razor, the best of which, for women, are probably those from the men's range of Norelco razors (Philishave outside the US). Most women who try a men's Norelco wonder why nobody ever told them about it before.

Excessive hair in women is caused by large levels of testosterone. No woman wants to be like this, it's just the roll of the die. Women who have a soft down can use less expensive treatments such as waxing, tweezing, or Nair. Women with thicker hair can do these things too, but since the hair is so prominent, the removal is not as effective and may have to look at more expensive procedures such as laser-hair removal which costs a pretty penny. But men are having it done, too, so ladies shouldn't feel bad.

It can be a hormonal imbalance issue, or it can be a hereditary problem as is my case. It is perfectly normal to have hair on our legs and arms. Well, pretty much everywhere. I don't understand the fascination with removing hair arm frankly. Men have it on their arms, it grows on women too.....
As far as treatments, you can shave it, hair removal cream, bleach, laser, eletrolysis. I hae had laser treatmentments done myself and reduced hair to a level that does not bother me.

Are you a woman names bob? The amount of hair is genetic, and there are several ways to get rid of hair, like shaving. If you have a problem with hair on a girl you should be prepared to shave your own. Shaving is a choice not a necessity, if you want her to shove get ready to shave your legs, butt, stomach, chest, and all the other hair women may not want on you.

Some women are naturally hairier than others. I know women that , all the women in their families have to have their faces waxed and stomachs waxed. It`s just part of their genetic make up. It also appears to be different according to ethnic backgrounds as well.

Genetics cause it.
There are numerous treatments available but all humans have body hair. If it's light colored and "peach fuzz" who cares.

too many male hormones that would be my guess. There are treatments that are of course painful, that will remove any hair permanently.
