I am 5'3" and looking for a bike. I want to be able to have a passenger, and storage. I would prefer a touring cruiser. I've been riding for 14 years.

I would prefer not to have a harley just because of previous experience.

You don't like Harleys...(past problems)...that only leaves the rest of the world to pick from......& it dosnt have to be Jap..
Italians make some nice bikes to Moto Guzzi make a V twin cruiser & have some nice matching luggage to fit as well..
Germans do it to...BMW
both are shaft drive....(great for Maint.)..
complete packages with clip on panniers..top boxes
I guess its a matter of how much you want to spend????

There are many brands you can choose from. Metric cruisers have many options but you may prefer American made motorcycles, it's a matter of your preference
Okay, you have 14 years experience and obviously know what you do not want. Take your indecisive butt to a motorcycle dealer and look at some. You will find plenty of brand opinions on this site, there are hundreds of consumer reports available on any make of bike imaginable, just do a websearch

Stick with what you know and love. The V-Star Classic 1100 Silverado sounds made to order for you. Check it out in the ebay link below (i have no affilation with seller). I can see you cruising two-up comfortably on that bad-boy!

Suzuki Intruder. Smooth engine, shaft drive, handles well, not too loud, reliable - a good all-round bike. And my mother-in-law rides one - the 700cc version - and she's 5' 2". With your experience, try the 1400cc model - you shouldn't have any problems with it.

well i personaly would go with a harly there very nice from what i have seen/heard about them but it all depents on the make of the bike you want. maby you should try a harlydavison motercycle with the things you want on it.
