Recently I asked the question wouldnt it be great if we had the feature that allowed us to respond to an answer we find offensive, be able to respond to or thank an answerer who was just as great as the best answeree, or even be able to choose a wrong or answer that was given just to hog two points. So people suggested we petition and this is what this is so if you agree then please sign.

No. Answers works fine for the moment,and Yahoo should
definitely not be encouraged to make any more changes for
a while. It seems like every few months there's something
else,the last one of note being the removal of the news message boards.
Upgrades are fine,but there's something to be said for not
fixing something that's not broken.

If the answerer allows e-mail or IM's then you can already respond. Also, wait until you were able to choose a best answer and add all your responses there.

You can already do that. You can add details to your question, commenting on some of the answers.
Also, you are asking people to sign something without showing them the text, nor a link to where they can view the text.
Sorry, but I don't think I will be sigining that anytime soon. . .
