That is a bit odd... I would see it opposite as you have just said, the forearm is more intimate than the upper arm for me... So my theory is this...
1) she could have been drinking and wanted to feel your muscle in the upper arm, and felt bold enough to reach out and touch you to keep balance.
or
2) The upper arm gave her better support and was more solid in movement to support her.
The reason I said that the forearm would seem more intimate for me is because I have been trained in 'safe places' to touch for a person who may become upset or unstable, and the upper part of the arm is that one safe zone to touch to gently guide without aggravating... just a thought.
I don't think it meant anything, and I wouldn't think anything if a guy touched me that way in a concert ot not, and I am married... But then, I am also not afraid of touch either, I freely give hugs, pats on the back, will use someones leg to push off of if I am a sitting position, etc, as long as I know they aren't offended by it.

A women, or more appropriately a lady, when unescorted, is allowed to seek the security of a males presence by clutching his upper arm as this lady did. She is not (necessarily) trying to be intimate. She is seeking your protection, support and comfort from the situation she is in. You, as a gentleman did however have the opportunity to introduce yourself (politely, of course). Had you already been with another lady it is still allowed and is understood and accepted by that other lady. If this had been the case it would have then been proper for you as a couple, to introduce yourselves to the lady afterward.

When I was on a bumpy plane I held my neighbours hand the whole way...damn the rest. Maybe she's crazy or not bothered by you being a stranger. I've had strangers hug me. Some people are more intamite than others I guess.

I did this to a boy I didn't know at a gig but he was in a huge group that I knew a couple of people in.. we then ended up in a relationship for a year!
I know some people just do it cause they are nuts though.
And I get what you mean about if a man did it.. it's getting ridiculous nowadays what is deemed 'acceptable'
I think some girls only do it cause they know they can get away with it and it's safety.. if she didn't talk to you then that's probably the reason. You should have talked to her! She might have been shy :)
