If this is a collectable item, I would first suggest that you leave it alone. If you damage the cover, you'll reduce the value of the album.

But if you're determined to keep trying: These instructions are actually for removing ink from wallpaper, but would probably work for an LP cover:

Try removing any ink with a soft eraser. Work in small movements to avoid tearing the paper. If the stain persists, wipe the area with a cloth or sponge moistened with cool clear water. Overlap the strokes to avoid streaking. Use a clean cloth to gently pat dry.

Try a little rubbing alcohol, applied and removed quickly. Moisten a cotton ball or something similar with just a little rubbing alcohol (isopropyl alcohol, to be technical, in case you call it something else where you're from) and swipe it quickly across the ink. Repeat a couple of times if necessary, but don't scrub. That'll damage the album cover.

Rubbing alcohol is excellent at removing most types of ink from most surfaces, including slick surfaces and even human skin.

anything that can remove it would probably remove the print underneath. If it is on white background, you can try a hard rubber specific to "erasable" Biro but may work on normal Biro.

Otherwise, replace your cover:
- photocopy your friend's one
- or download it from the net
- or scan yours, erase the Biro with software, print it

Good advice to try baby wipes; they're amazing. Also try a shot of aerosol hairspray - it removes in from cloth.

Also try using a deodrant spray and wipe clean. Used it to remove marker pen and it worked.
