A) Cut your hair shorter..
B) Get Mega-Hold gel. Or get Flexible gel..Both LONG lasting HTH!! I would also try to post this question in Beauty & Style..In the "Hair" Board.. HTH!!! You could try Hairspray Mega-hold as well. But I doubt that it will work...
Dont put too much in your hair because, it wil look string-ie,greasy, and fake. just put a good size amount for your hair.

I recommend using ICE hair glue. It's a lot healthier than using Elmer glue, or even wood glue. (I had some friends use that stuff...good luck in trying to wash you hair). Or you can use hair glue SPECIFICALLY for spiking hair, they got tons of it in the drugstores and hair salons.

Back when I was in high school my friends with REALLY TALL hawks used Elmer's Glue! You know the white glue. It dries clear and holds even when you sweat. It does take a little longer to wash out at night but atleast it stood up all day!
