Forgive me my ignorance but I don't even own a digital camera, let along understand what the difference between these two are.

Thank you!

Thanks, all... but what is "paint"? It sounds familiar but when I go to "Open With" there is no such program there.

GIF is an old and fairly reviled format (patent issues) but still very much present on the internet which if I recall is what it more or less developed for.

JPG is a different, newer format that has more or less become the de facto modern standard for (non-professional) images, mainly because of the excellent compression that you can get.

I like IrfanView to convert images of any kind to any other, you can get it for free at http://www.irfanview.com
It is a very simple and small program that allows you to quickly resize/crop/convert images (even in batch mode) that beats the pants off most commercial software.

Darkness is right. As long as it's not animated, you can simply open it with paint and then "save as" a jpg file. If it is animated, I don't know of any way, I've never seen an animated jpg file.

You can do it through most graphic editing software, like Adobe Photoshop or Graphic Converter. Just open the .gif through the software and "Save As" a .jpg.
