Yes that is why it has an expiration date!
Over time it can break down become weak and break or leak rendering your being careful to being at risk!
Don't use an expired condom!

Yes it dose because if the condom has expired then there a chance that it wont prevent against pregnancy ...

Yes, of course. If the condom becomes old and brittle, it will crack or leak when used. It's best to use an old, out-dated condom to masturbate in, then it doesn't matter if it fails.
