I don't think it makes a lot of difference, actually. Depending on the question, you can get a diverse array of answers almost anytime.
But for the P&S bunch, it sometimes is better in the afternoon and evening.
Keep in mind that what you post is being read all over the world, so you get answers from England, Australia, Germany, Japan, everywhere. So... see, it might be morning when you do your question, but somewhere else it is late afternoon or later and a whole new bunch of folks are online to view your question.

If you want it to stay visible for a long time post it when it's about 4AM eastern time (Greenwich -5)
If you want lots of answers post it in the afternoon (eastern time again)
I'm here around the clock because of insomnia so I get to see how things go at different times.

This is a global thing used everywher inb the world, and there are time zones. For me, I live in Florida, the evening hours are the best.

Ask questions that you want to know answers to, the point isnt to ask to geta lot of answers, its to ask to find out information, If you want to joke around in P&S ask silly questions that are easy for a broad range of people to answer.

countries have different times zones so I don't know.
I think it depends what question you ask as to how many answers you get.
