I didn't dye or highlight it . It just is that way. I want to dye it chocolate brown but my mom won't let me. She says that my hair is too pretty to dye it. The blonde is in steaks the brown is all over and the red is in blotches but the red isn't very noticeable.

Very few people have hair that is just one color--so, yes, you are normal.
As is, your hair sounds pretty. I think your mother is probably right.
