Yes... depends also on body frame but :
5'9'' small frame should be 129-142lbs.... medium frame 139-153lbs.... and large frame should by 149-170lbs.....

It all depends on how comfortable you are with being that size.Some men would say yes,that's too large,while other men would say not at all.
When it comes down to it,all that matters is if you're comfortable with being that size and if you feel that you are healthy at that size.Alot of woman are alot larger then that and alot are smaller.It's all on how you feel and if you're staying healthy.A woman of that size is not what I would call a serious health issue.I would suggest this lady to try and eat more healthy(for health sake,not for apperance)
Be proud of who you are and don't worry about what OTHERS think because You know how you feel and YOU know if you feel you(or the woman in question)is too large for themself or not.

It depends on your body build, if you are muscular or not, etc. For my personal frame, due to muscular build, I'm 5'3" and 225 is the perfect weight---not fat, not thin. Muscle weighs a lot more than fat and takes less space...so don't go off solely the scale...take into account your personal body make-up. For me, if I used the charts...I'd look anorexic and be very unhealthy.

Any body size is great, as long as it is a healthy body size. Having extra weight on your body can increase a greate deal of helth risks, but if your body is healthy there is nothing wrong with being curvy.

Nope. That's exactly what I am, and I get hit on all the time. It just depends on how you dress yourself. If you're dressing inappropriately for your body type, you'll look "too big". Be conscious of what works for your body and ---who cares what everyone else thinks??
