What breed are you talking about? Some breeds are prone to cysts that can form anywhere on the body and really do not hurt anything. My Golden had one on her back and a small one on the side of her face that didn't bother her at all.
However, dogs can also get cancer at any stage in their life and especially as they get older. 15yrs is pretty advanced and chances are that a cancerous tumor would not cut your dogs life short at this point, but to be on the safe side you could have him seen by a vet. They can tell you more about it and inform you of your options at this point.

Possibly a tumor, or cancer, who knows. You have to take it to the vet to get it checked out!

It is probly a tumer and shouldn`t bother unless it breaks

take your dog to the vet it could be cancer or not.
