It can be a manifestation of OCD. There are many psychological "discrders" that have many gradiations and levels of severity. People can engage in behaviors that may be the types of behaviors exhibited by someone with an OCD diagnosis and not have the condition.
One good rule of thumb is that if there are behavior patterns that are harming your ability to function successfully on a daily basis, there may be a problem that needs to be addressed.
Liking to have things done right, and spending some extra hours working on a project to make it the best it can be is most likely not a problem. However, if the drive to perfectionism is causing extreme stress, or is keeping someone from completeing projects, or keeping people from accomplishing a task and moving on, those are more likely behaviors that signal that there is a problem.

No, it doesn't. It might fall under OCPD though, which is Obsessive Compulsive Personality Disorder, and is much different than OCD.
