The handbrake on my P-reg Renault clio is not working very well. It is "just" about holding, but the level has to be almost vertical. Does anyone know how I can adjust this? The manual says it has to be taken to a garage, but I wonder whether this is just so that they're not responsible should I do anything wrong.

don't want to spend a fortune at a garage if its something I can do myself

Hi there,
You really need someone to check over your brakes before you think about adjusting your handbrake travel. The adjustment needs to be slackened then the drums removed before checking and adjusting the brake shoes. The brake shoes on these Renaults are bad for the brake shoe splitting from the shoe body. Best to get it checked.
BTW The cable adjuster is underneath the car and you need to have a deep socket and long 3/8in extension to get to the adjuster nut.

Bear in mind the car might be due a new cable if its stretched so much that is unsafe (it is 11 years old after all!). Probably no more than £20 for the cable and 10-15 minutes to fit it in a garage. Its not a huge job - i've had to replace them at the side of the road with no way to lift the car before now and its still possible but difficult if you have no idea what you are doing.

Raise the car safely, find the hand brake cable, there will be an adjuster somewhere, just turn and tighten. Are your brake shoes ok?

you best take it to someone you trust as it needs to be adjusted in rear brake drums may even need new brake shoes
