I believe you want to know whether you can send a form via email using PHP. If that is right, I would say even if it is possible (which I believe is) to not to do it. The only thing being if you do not know whether the end user who is going to receive your email has HTML enabled in incoming emails or not. If not enabled then you are in trouble.
