Some of the older cars would allow you to remove the key while the car was running. However the newer cars 1962 on up will not allow you to remove the key. It's the same with the lock on your front door. Turn the key to the unlock position on your front door and see if you can remove your key. You can't, the reason? When the key is inserted in to the ignition, it has an open path to move the tumblers in the lock. Once you turn the key the path is part way blocked off. To make room for the tumblers as it turns. That is what locks the key in to place. Now you can change this by damaging the tumblers in the lock. Then you can remove the key anytime you want. However at the same time you would not need a key to start the car. Anyone could hop in to it and start it right up.

The ignition key lock cylinder is stuck or worn out. You can try spraying it with WD40 but it is likely you will need a new lock cylinder and possibly the lock cylinder housing. Unless............
I am not understanding you correctly. You say "It won't come out
unless I cut the van off". All vehicles are designed to operate this way! You are not supposed to be able to remove the key without 1st turning the vehicle off! In the past, where you able to remove the key after you started the van (and leaving it running) ?? If this is the case there is still a problem with the ignition lock cylinder or its housing.

The key isn't supposed to come out of the ignition unless the ignition switch is in the locked position. If it does come out the ignition switch is bad.

You should NEVER be able to remove the keys and leave the engine running. If you want to leave it running to warm up with the doors locked, you will need a second key for the doors

Normal behavior in most vehicles. You can't take the key out unless the vehicle is turned off and in park.
"Warming up" your vehicle is not necessary by the way. Just drive.
