BOTH! Some people are born with advanced development of the brain lobe that deals with math. They get it x 1000 from day one. The rest of us schmucks have to learn it the old fashioned way. But given a finite end point (like a BS in Math for example), a genius and a regular person can both obtain the degree. The amount of time and effort required to reach the endpoint will differ.

Unless you have a mental disorder, you can excel at math. If you are confused, don't be afraid to ask your teacher about it during or after class. If it is homework, ask a friend or a parent. In most textbooks, there is a thorough explanation at the beginning of the section.

Anyone can be trained to be good.

It's like Mozart or Leonardo da Vinci - we assume they simply were full of talent when, in reality, they each had been trained almost from birth.

Or compare it to other countries who don't accept "naturally bad" as an excuse and believe each child can excel at each subject... and they do.
