Eyes:
Do a light blue but not one that completely matches the dress. Top it off with dark black mascara, and maybe add some glitter to the eyes.
Face:
Use concelar if you have ugly pimples. It will make your face look smooth, and as if you have perfect skin. Smile and apply a light pink blush to the cheekbones, making sure to not make it look like you are about to pee, or cry...he he
Lips:
Choice 1: go far out, bright red lipstick nothing else
Choice 2: (I reccomend) Wear a light gloss that has a pink tone to it.

You don't have to match your makeup to your dress just wear a neutral color eyeshadow like a smoky eye grayish silver don't go with blue or white it would look cheesy.

it depends on the actual color of the dress!
if its a light blue - try a silvery blue shadow and blend it into the corner and sweep on the whole lid. use a black mascara and you can skip the liner. apply a light blush and use a neutral lipstick and apply a clear lip gloss to make you look whispy and carefree.
if its a darker blue - use the same colors, just bring them down a shade.

Try a shimmery color eyeshadow in gold or silver. It would look great.
