It is if they wish to get a valid regular diploma. Only students with IEP's can take lesser tests (minimum competency tests) in place of the 5 basic Regents exams.

Schools can arrange to have tests of equal or greater difficulty replace these exams on a case by case basis. But I doubt it happens much.

The NY Regents Exam is the state's standardized test that counts for the Federal No Child Left Behind Act (NCLB); thus, it is necessary. You need to pass to graduate--just like every other state's standardized test.
